This is what you need to do to develop youth players on football manager.
1. You review your youth intake, any players that are 3 stars and above in potential ability sign them on a contract and put them in your 1st team. Review all other players and see if any have key stats like good work rate or a good personality, put these in your first team also.
2. Firstly from the ages of 17 and under, train only their physical stats. Do you have a central defender? Make sure he is strong. A winger? Make sure he is fast as possible.
3. While training physical attributes make sure every youth player is being tutored so they have a good personality. Also keep them available for the under 18 team, so they get game time.
4. Try and give as much game time to your players as possible either with starts or sub appearances. Personality and physical attributes are the most important things when a player is young.
5. When you are happy with a players physical attributes, move onto the key technical attributes for their position. Game time will improve mental stats so only focus on technical and physical attributes when a player is younger.
6. If a player has a good personality and developed physically enough, if they dont get first team football, loan them out for one season and then bring them into your first team the season after.
7. Any youth players you keep just keep playing them.
8. I recommend keeping a training log, so say you have a striker with 13 finishing and you want to get it to 14, make a note their attribute for finishing is 13 and then when it gets to 14 change their training.
I recommend checking your training progress on the 1st of every month.
9. The key is training, tutoring and game time, just keep thinking about these 3 things all the time and your player will develop quicker with these 3 things.
